Proceedings of a one-day symposium on “The Role of Environmental Policy and Regulation: A Case for Modernisation” held at Manchester on 9 July 2001 as part of the Better Environmental Regulation Initiative Sustainable Environment Policy Programme.

The Better Environmental Regulation Initiative was set up by the University of Manchester Environmental Centre and Westlakes Research Institute in August 2000 as part of the Sustainable Environment Policy Programme. The project started with the shared conviction of a group of experienced practitioners from very different fields that environmental policy and regulation in the UK were gravely in need of improvement at the most fundamental level. The premise was that environmental decision-making is currently far from delivering the holistic ‘greatest good for the greatest number’ solutions needed in the highly interlinked fields of economic growth, public health and environmental care.
