Community Waste Management (COWAM) in Practice (CIP)

Introduction

The CIP project, funded under Framework Six of the European Union and by the Nuclear Decommissioning Authority (NDA), was a three year project which aimed to improve governance arrangements, and to generate European guidelines for the management of radioactive waste.

The CIP project was carried out across five countries (France, Romania, Slovenia, Spain and the United Kingdom).  WSC were both the National Facilitators of this project in the UK and a member of the research group, the Methodological Task Force.

This page provides a portal to the documentation produced by WSC in pursuance of its various roles in the CIP project.  More information can be found on the COWAM website, particularly relating to materials produced in the other participating countries.

European Level Guidelines (EUG)

This document, produced by the Core Group of researchers and facilitators provides the highest level articulation of both the thematic (research) and process (operational) findings of CIP from across the participating countries.

WSC, as a member of the MTF, the UK National Facilitator, and a member of both the Core Group and Steering Committee had a great deal of input into this final document, and led the development of the cross-cutting messages from the three research briefs which formed Theme 1: Affected communities and Sustainable Territorial Development.

Methodological Task Force (MTF)

The MTF was the research group of the CIP project, and investigated, with and on behalf of the National Stakeholder Groups, topics identified as relevant to improving the governance of radioactive waste management.

In the UK, WSC investigated the topic identified by the UK NSG as the most important issue in the governance of radioactive waste management, and produced the Research Brief on Defining an Affected Community.

National Stakeholder Group (NSG)

As National facilitator in the UK, WSC was responsible for the National Stakeholder Group meetings.  The Group, Chaired by Fred Barker (Executive Director if the Nuclear Legacy Advisory Forum), met five times across the three years of the project, undertaking cooperative research with partners in the MTF.

The outputs of the NSG work, other than the input into research work, were the National Case Study, detailing the process of conducting the research project, and the NSG meeting reports, detailing the discussions at the NSG meetings.

National Case Study (NCS)

The National Case Study document details the activity, lessons, impact and future potential in the United Kingdom created by the CIP project.

Meeting reports

The meeting reports detail the material presented to the NSG and the discussions which took place at each meeting.
