Preparation of an IPPC permit application Case Study
Project: Preparation of an IPPC permit application
Client: Pentagon Chemical Specialities Ltd
The Challenge
As an operator in the organic chemicals sector, our client company was faced with the daunting task of submitting an application for an IPPC (Integrated Pollution Prevention and Control) permit, intended to regulate the impacts of industry on the environment.
In order to support the application for this permit, the client was obliged to assess the impact of discharges from the site on sensitive receptors in the immediate vicinity.
The Solution
We worked closely with staff from the client company to evaluate current and historic operations at the site and, within the immediate environs, that have the potential to pollute the environment. Armed with this information and a list of current emission inventories for discharges to air, land and controlled waters, we then:
- developed an Application Site Report describing the installation in its environmental setting and outlining the potential for pollution;designed and implemented a site
- nvestigation programme to establish the baseline of in-ground contamination;
- designed and co-ordinated an aerial monitoring programme required as a result of gap analysis of emission inventories;
- modelled the environmental impact of emissions to air;
- completed a habitats survey to evaluate the potential impact of site discharges on local sensitive receptors (including Nature Conservation sites); and,
- evaluated the Best Practicable Environmental Option (BPEO) for waste management.
Each stage of the project has been delivered on time and to budget to satisfy tight regulatory deadlines.

The Benefits
- We were able to show that aerial and aquatic discharges reported by the client company were not causing a significant impact at any of the identified sensitive receptors.
- The site inspector from the Environment Agency was delighted with those elements of the permit application that we had produced, and the reputation of our client company with the environmental regulator was enhanced accordingly.
